What is the FSA Tax Credit?

The Fostering Success Act allows Georgia taxpayers -- individuals, married couples, and business -- to redirect a portion of their state income tax liability to support organizations that serve young adults (ages 18-25) aging out of foster care in Georgia.

Instead of paying that portion to the state's general fund, you can choose a qualified non-profit that focuses on foster youth (like Up3) to receive it. You then receive a dollar-to-dollar reduction on your Georgia state income tax when you file your return.

Know where your tax dollars are going!

In Georgia, nearly 700 youth exit foster care and have minimal funding and resources to support themselves and create successful independent living. 

 

The Fostering Success Act Tax Credit, also known as the Qualified Foster Child Donation Credit, allows your tax dollars to be re-allocated to nonprofits that support youth transitioning from foster care.

As a Georgia taxpayer, you can redirect your taxes from general state funded initiative to Up3 for youth transitioning out of the foster care system. 

​

FSA currently has an annual cap of $20 million across all foster youth non-profits. Contributions received through the program will support Up3 youth's transition with apartment vouchers, furnishings, work/passion transportation, and critical life supplies. By taking part in FSA, you receive a 100% tax credit to your state income tax bill equivalent to your contribution.

How to contribute!

Apply Online

Pre-approval is required BEFORE you contribute. Log onto Georgia Tax Center Website to create an account and apply for the tax credit. 

  • When prompted in the Tax credit application select Up3 as the Qualified Foster Child Support Organization (QFCSO).

Complete your
Approved Gift

Within 30 days, tax credit applications are approved or denied by the state on a first come first served basis. You will receive a letter in the mail when you are approved. 

  • Once approved, you will contribute directly to Up3 via check, wire, or on our website via credit card or direct debit. 

  • To mail your check, please contact us at fsa@up3atlanta.org.

  • Complete your online contribution here

Confirm & File

Ensure Up3 has your email address, so we can process your Donation Credit Letter of Confirmation required by the state. 

​

You will receive a confirmation from Up3 to complete regarding the contribution amount and taxpayer information.

 

When you are ready to file your taxes for the 2025 tax year, complete the Qualified Foster Child Donation Credit Computation (Georgia Form IT-QFCD-TP2) and attach it to your tax return.
